Speaker’s Bios:  

Jeanelle Alemar-Escabí is a Tax Strategist and Business Consultant with JACE LLC. Jeanelle has been a tax practitioner for more than 18 years. Since 2015 she has assisted more than 70 businesses and investors to relocate their operations to Puerto Rico. She is also an adjunct professor of the Law School at the University of Puerto Rico teaching Business Operations in Puerto Rico. Ms. Alemar -Escabí worked as part of the tax practice group of the law firm Pietrantoni, Mendez & Alvarez LLC from 2005 to 2015. In addition, she served as tax adviser for the Secretary of the Puerto Rico Treasury Department from 2001 to 2004. Her certifications include: Certified Public Accountant and Chartered Global Management Accountant affiliated to the AICPA; and Certified Promoter by the Puerto Rico Department of Economic Development and Commerce to promote Puerto Rico.

John Quinn  is the founder of Quinn Law Partners. He regularly assists his clients in registering with federal and state regulatory authorities, establishing private pools and investment vehicles, purchasing and selling financial services businesses, complying with applicable federal and state securities and investment advisory laws, and managing risk associated with the financial services industry. John has also successfully represented clients before federal and state courts, the United States Securities & Exchange Commission, the Financial Industry Regulatory Authority (“FINRA”), state regulatory authorities and FINRA arbitration panels.

As the former Director of the Pennsylvania Securities Commission's Division of Corporation Finance, John and his staff applied federal and state securities laws to ensure that financial services professionals registered in Pennsylvania complied with all applicable regulations. John was also the Chair of the North American Securities Administrators Association's Corporate Accountability Project Group, which regularly issues recommendations to state and federal securities regulators on corporate governance laws and policies.

John graduated magna cum laude from Villanova University in 1994, and graduated with high honors from George Washington University Law School in 1997. John is admitted to practice in Pennsylvania, Virginia and the District of Columbia.

 

Isabel Alcantara is the Founder & Principal Attorney of Alcantara Law, LLC, where she specializes in investment adviser registration and compliance services, U.S. residence through investment [E2 and EB-5], and Regional Center compliance. She is admitted to the Washington, D.C. Bar and speaks English and Spanish.

Isabel's clients are typically small- to mid-sized registered investment advisers and foreign investors. Isabel regularly advises clients on issues related to compliance with the Investment Advisers Act of 1940, the Securities Act of 1933, the Investment Company Act of 1940 and U.S. laws governing foreign investor visas. The firm serves clients residing in the United States and abroad.

​Isabel was previously a compliance analyst at Greenwich Advisor Compliance Solutions and a New Accounts representative at Interactive Brokers Washington, D.C. office. She interned at the Office of Chief Counsel for the National Aeronautics and Space Administration while completing her law degree at St. Thomas University School of Law. Prior to embarking in her legal career, Isabel taught English at schools in Madrid, Spain for almost four years.

​Isabel is a native English speaker and fluent in Spanish. She has an Associates of Arts degree in Psychology from Northern Virginia Community College (VA, USA), a Bachelor of Arts degree in Liberal Arts from Roberts Wesleyan College (NY, USA), a Master of Arts degree in Bilingual and Multicultural Education from the Universidad de Alcalá de Henares (Madrid, Spain), a Master of Arts degree in Literary and Cultural Studies of Spain and Latin America from New York University (Madrid Campus). While enrolled in law school, Isabel received a CALI Excellence for the Future Award for receiving the highest score in a legal persuasion course. She was also selected to participate in the Hispanic National Bar Association’s Intellectual Property Institute in 2019.​

Juan Carlos Stolberg Biography 

Juan Carlos Stolberg is a corporate and transactional attorney and partner at Stolberg Law, LLC with experience in mergers and acquisitions, private equity, venture capital, startup law, real estate and hospitality law, tax incentives, art law, and general corporate matters.

In addition to his legal practice, Mr. Stolberg owns and operates a residential and commercial real estate conglomerate in San Juan, Puerto Rico, where he has coordinated and carried out conversions and other turnaround strategies to maximize asset appreciation.

 

In October of 2013, Juan Carlos co-founded Piloto 151, San Juan’s first co-working space, dedicated to the strengthening of the entrepreneurial and startup ecosystem in Puerto Rico via educational workshops, industry seminars, networking events, exchange programs and other collaborative initiatives.

 

Paola Medina Prieto Biography

Attorney Medina Prieto has been a tax practitioner for the past 10 years. She began her career at O’Neill & Borges LLC, where she worked as an associate in the corporate department. She later delved into the in-house counsel realm, where she was the director of legal affairs of a local technology startup, in which she set up the corporate and tax structure, designed complex

LLC Operating Agreements and other documents for raising capital, while managing vendor, employment, and intellectual property matters.

 She currently has her own corporate and tax structuring practice for various industries in Puerto Rico. Her main practice areas involve corporate matters and governance, including setting up new businesses, designing their corporate and tax structures in order to request the most appropriate tax benefits, handling regulatory and compliance matters, mergers & acquisitions, government affairs, real estate, and commercial lending.

 Attorney Medina Prieto is Treasurer and Member of the Board of Directors, Proyecto Matria, and a Member of the Board of Directors, Tax Incentives Association Inc.

Sergio Marxuach - The Puerto Rico Economy and the Impact of Federal Funding on Healthcare

Join us for a discussion with Sergio Marxuach, Policy Director and General Counsel at the Center for a New Economy, about the Puerto Rico Economy and the Impact of Federal Funding on Healthcare

Sergio M. Marxuach is the Policy Director and General Counsel at the Center for a New Economy, a non-profit, non-partisan think tank. Prior to joining the Center, Mr. Marxuach served as Deputy Secretary of Commerce and Economic Development for the Commonwealth of Puerto Rico and as Special Assistant to the executive director of the Commonwealth’s Office of Management and Budget.

Before joining the Commonwealth government, he was an associate for five years in the New York City law firm of Curtis, Mallet-Prevost, Colt & Mosle LLP, where he worked mostly in Latin American transactions and international corporate matters, structuring cross-border capital market transactions, and arranging vendor financing and syndicated credit facilities for U.S. multinational firms.

His work at CNE has been cited in The New York Times, The Wall Street Journal, The Washington Post, and The Economist, among other prestigious publications. Mr. Marxuach has also been invited to testify before several Congressional committees and to brief committee staff members as well as U.S. executive branch officials on matters related to Puerto Rico’s economy and fiscal situation.

Mr. Marxuach has a B.A. in Economics and Political Science from Yale University, where he was awarded the Henry Edwards Ellsworth Prize for his Senior Essay. He also obtained a Juris Doctor degree from the Georgetown University Law Center and a Master of Science in Foreign Service from the Graduate School of Foreign Service at Georgetown University.

CFA Ethics Challenge Final Round

Two teams from each University (UPR Mayaguez and UPR Rio Piedras) have advanced to the Final Round. These teams will analyze the ethical dilemmas presented in a case study, identifying the breaches of the CFA Standards of Practice and Code of Conduct and suggesting ways to prevent any violations going forward.

Results:

On behalf of the Financial Analysts’ Society of Puerto Rico (FASPR), I’d like to congratulate the winners of the second CFA Ethics Challenge sponsored by FASPR. The winning team was from UPR – Mayaguez and consisted of Nileika Cherena, Emily Wu, Darwin J Díaz González, Carlos Jorge Hernández Castrodad ,and Kaleb O. Valentín Morales. They did a fantastic job.

We would also like to congratulate the other teams in the competition. The judges and other organizers were very impressed with all of the teams. This competition consisted of three teams from UPR-Mayaguez, and three teams from UPR – Rio Piedras. These teams went through a preliminary round, which chose the top two teams from each campus. These teams then competed in a final round, where our winner was chosen. A different case was analyzed by the teams in each round of the competition.

The CFA Ethics Challenge is a The Ethics Challenge is a competition between university-sponsored teams that analyze a case which contains a variety of ethical dilemmas. The cases incorporate common ethical issues and the application of the CFA Institute Code of Ethics and Standards of Professional Conduct. Despite being new to the CFA Institute Code of Ethics and Standards of Professional Conduct and much of the terminology used in the case studies, all of the University teams showed a thorough grasp of the concepts and did an extraordinary job of identifying the ethical lapses in the cases and recommending solutions.

We would also like to thank our judges for the competition, Harry Markopolos, Angel Rivera, John Fitzpatrick, and Stephen Inglis. In addition to the time and effort they put into the preparation for the competition, they provided thoughtful feedback and advice to all of the teams.

Lastly, we would like to thank the faculty advisors from each campus, Yolanda Ruiz-Vargas, PhD from UPR – Mayaguez, and Charles Carpenter, CFA from UPR – Rio Piedras. The competition could not have occurred without their active participation.

We believe that all involved were encouraged by the abilities and enthusiasm shown by all of the student competitors. The goals of the Financial Analysts’ Society of Puerto Rico include strengthening the finance community in Puerto Rico through ongoing educational and professional opportunities for its members while promoting the highest ethical standards and professional excellence. The performance of our competitors gives us great cause for optimism for the future of the profession here in Puerto Rico.

CFA Ethics Challenge Preliminary Round

Preliminary Round of the 2023 CFA Ethics Challenge Hosted by FASPR. This competition will feature teams from UPR Mayaguez competing against each other in the at 3:00pm in the afternoon, followed by teams from UPR Rio Piedras competing against each other at 5:00pm. Two teams from each university will advance to the Finals on February 23rd.

Mr. Bram is a Research Officer in the Federal Reserve Bank of New York's Regional Analysis Function. His research and analysis focuses on the U.S. economy, with a primary emphasis on the Federal Reserve's Second District, which includes New York State, northern New Jersey, and southwestern Connecticut, as well as Puerto Rico and the U.S. Virgin Islands. He produces the regional Beige Book reports, and uses monthly business surveys to monitor and analyze current and emerging economic trends and issues of concern.

 

Some of Mr. Bram’s recent articles in the New York Federal Reserve Bank’s publication “Liberty Street Economics” include studies of impacts of Hurricane Maria on the Puerto Rico and Virgin Island economies and the different paths these territories have taken since the hurricane.

 

 

Mr. Bram will share his thoughts on:

·       The economic fallout from the COVID pandemic on Puerto Rico—not only in magnitude but in certain key sectors and geographically within Puerto Rico. Also, a comparison (contrast) between how PR and the US Virgin Islands have fared.

·       A summary of the challenges PR faces: high poverty & income inequality, unequal Medicaid funding, poorly performing public schools, poor electric & water infrastructure, poor public transit, lack of representation in US government, large informal economy, fiscal and pension problems, high shipping costs (Jones Act), …

·       A more qualitative view on what are Puerto Rico’s key industries and what could be … natural strengths and weaknesses and comparative advantages.
